Students may be eligible for a waiver of tuition and/or fees under certain circumstances.

Talent Based Recruitment

Non-resident students who are actively recruited to attend Minnesota State Mankato on the basis of special skills, talents or abilities may be eligible for a waiver of the out-of-state portion of tuition and fees. The Office of Admissions coordinates the granting of out-of-state tuition waivers with recruiting departments (Intercollegiate Athletics, Theatre, Music, Speech, etc.).

Employee/Dependent Tuition Waiver Benefit

Collective bargaining agreements provide tuition waiver benefits to employees of the Minnesota State Colleges and Universities system. Eligible employees must complete and submit an Application for Tuition Waiver to the Office of Human Resources within the required timelines in order to receive the waiver benefit.

Tuition Waiver Process

  1. Log in using the, user ID and password (same as STARS, E-Services*).
  2. Create and submit your tuition waiver request(s).
  3. Check back in the Tuition Waiver system to see when the waiver is processed by Human Resources.

*If you have not used these before, the default is as follows:

  • Your Login ID is your MSU Tech ID (8-digit number found on the back of your MavCard)
  • Your PIN has been preset to one of the following:
    • your birthdate in YYMMDD format
    • OR, the last six digits of your SSN
  • If you have forgotten your PIN, please follow the “Forgot your PIN/Password” link under Helpful Links located on the Login page.
  • To reset your PIN, call 507.389.2252.

Persons Under the Guardianship of the Commissioner of Human Services 

War Orphans

Minnesota Statute 197.75 allows for the waiver of tuition for qualified war orphans who attend a state postsecondary institution. The State of Minnesota Department of Veterans Affairs administers this program. War orphans must submit applications for educational benefits to the VA Office on an annual basis.
