That is a very good question. The true answer is not yet known. Younger stutterers may also have language and artic. problems, and not really be a clutterer. My reading tells me that 7 or 8 is about the earliest you could differentiate. Talking in spurts, unable to sequence a story, poor prosody, telescoping words, poor awareness, irregular speech rate are all good signs.
