Wendy, as far as we know, stuttering is not caused by problems with the muscles itself, only by how the brain plans and controls the movements necessary for fluent speech. Although there is not specific research in neurogenic stuttering looking at the muscles themselves, most researchers will look at central brain processes in order to try to find the reason for the stuttering.
