this is a challenging question to answer - I think it really depends on the overall clinical picture that the client presents with - in my opinion, you have to tackle whatever is the biggest problem clinically - and if more than one problem is significant, than I think you need on all at the same time (or more or less at the same time). Sometimes, you can use the same excercises to work on both - for instance, a traditional fluency technique such as slowed speech or gentle articulation onset can be combined quite well with articulation therapy for dysarthria.
