Fear and Anxiety: what is the relationship

My question is related to a fluency class I am currently taking to work towards my master's degree in speech pathology. We have talked a lot about the relationship between fear/anxiety and disfluent speech. I realize that there may not be an answer and for each person it may be different. What are your thoughts on: does fear increase stuttering, or does the increase in stuttering cause the increase in fear and anxiety? Are these two reciprocal? Also, do you feel that speech pathologists should focus more on the emotional aspects of stuttering or techniques aimed at increasing fluent speech?
