If we consider stressors to the system (demands) and the child's ability to meet those demands (capacities) as a good framework for considering the mechanism that may predispose a child to stutter, then the learning of two languages could, in theory at least, for some children be a frustrating task...all that codeswitching may make it more difficult for a child to encode language as quickly or spontaneously as he or she might otherwise be able to do. I don't know of data that suggests that simultaneous bilingualism is a risk factor for all children but I could see where in a particular case it might be an added demand that could make stuttering more likely.
