Hello Blaine. Certainly! As soon as the child is old enough to make decisions for themselves. However, often young children do not really express much more than not liking to stutter. they need to be prepared to focus on what they need to learn etc and if they do not take part in the decision making they will not really be engaged in the whole process. Generally my experience is that children over about 6 or 7 can make decisions about what they are prepared to do or not.
