GREAT questions! First, I do beleive the idea of specialists in other areas is a possibility; especially in the other areas that SLPs tend to feel less confident in their skills. (Augmentative Communciation and Autism are two that come to mind immediately as areas where I have seen consultant "teams" emerge.) In response to your second question, I do think the area of stuttering is a perfect fit for consultation with a specialist. I feel the SLPs I have worked with are appreciative of having someone to turn to with difficult cases. Thanks for your questions!
