Louisa; I am happy to hear from so many graduate students! You have many questions, so let me address each one, in turn. 1. A district that resists this framework may not yet be ready for the "whole thing" but may be ready to "put their toe in" by hiring part-time consultants based on tough cases. Then, they may wish to ease into the framework a bit more wehn they see the results and the new-found confidence of their SLPs. 2. As far as money goes, there are ways to handle "smaller bits" (as mentioned in #1) and can also utilize those SLPs in the district who alredy have a greater (broad-based) knowledge of stuttering as "go to" personnel. These personnel could get release time for helping other clinicians, while still carrying partial caseloads. I know from my own experience that this concept is one that requires finesse and showing results. It also helps when the idea comes from "within" through polling the SLP base regarding their knowledge and skills in the area of fluency disorders and their need for advanced training and mentoring.
