Hello Lauren; You ask the age old "chicken or egg?" question! In other words, what has to come first; the interest in fluency specialization or the fluency specialist? Mostly, I feel that both sides of this issue have to be "there" (at least to some extent). If a fluency specialist approaches a district that already has "felt" the need for enhanced knowledge in this area, then the concept can be implemented more quickly and with more balance.
