The coordinated multidisciplinary team approaches have been tried in the Soviet Union and Eastern Europe. They are called the complex methods, mentioned at page 7 in my paper, and you may see some references. I am not sure that complex methods are more successful than other approaches. Furthermore, I am not a financial expert but I was just trying to pay attention to the repeated failures from 1929 in order to give an example showing that repeated failures are not only related to stuttering therapy, but also to many other aspects of human history.
