There are some cases where focusing on changing the way a PWS speaks should not be the focus of therapy. A client with high levels of anxiety about talking or sensitivity to stuttering would probably not accept training on using techniques. Some clients get frustrated easily when they can't make the techniques work or dislike how they sound while using them. So, yes, there are time when the technique practice or instruction might be contraindicated. However, at some point, I think every client who stutters will want to know what he can do to make talking easier when a stuttering moment occurs. That knowledge can be powerful and boost confidence if they understand the process of what's changing when he tries to do something differently with his speech through the use of techniques, as long as he doesn't only focus on the techniques alone. Stuttering involves so much more than using a strategy or two to talk in an easier way.
