I was struck by the apparent universality of attitudes and behaviors of PWS and PWES (People who Encounter Stutterers). I surveyed public school teachers in the Philippines in 1973 and found much the same opinions and attitude about stutterers and stuttering as those expressed by the Kuwaiti teachers. Indeed, I suspect that as evidence accumulates, it will be found that there are more similarities than differences concerning stuttering and PWS among the world's cultures.
