We have to look at the underlying reason why they don't want to use their strategies. some reasons might be that the strategy sounds "weird" or "takes too much energy" or even "I forget." sometimes, the client has not developed sufficient motor re-planning and easily slips into the more familiar way of talking. Clinicians should always remember that stuttering feels "normal" to our clients while "fluency" feels different.
