Can therapists do that?

I am a second year graduate student and have taken several classes in school-age language and have also had a placement in a school system. I was somewhat surprised to read that “private schools did not offer speech therapy” and “the school clinician was not willing to treat stuttering.” How can this be? It was my understanding that even if a private school did not offer speech therapy, a therapist from a school in the county in which the families lives is obligated by law to provide these students speech services? In addition, if a student is eligible to receive services and the therapist “is not willing to treat stuttering” shouldn’t it be the school’s responsibility to provide the student with a therapist that will provide them with the services in which they are entitled?
