ASHA has a specialty recognition for fluency, which requires additional CEUs, observation and clinical practice. Details at www.stutteringspecialists.org. The survey findings emphasize that different approaches work for different people. In general, fluency skills are perishable while attitude change is permanent. Fluency shaping works well for some people but not for others. The bottom line is that treatment needs to be tailored to the individual. That's why specialists are required to be proficient in multiple therapy methods.
