I think what you are after is what is sometimes called a Quality of Life measure, or QUALY. In this procedure, an outcome in medicine, such as a cancer-free year, or being pain-free, etc., is balanced against a unit of time or money. Anne Bothe has done some work on this for stuttering, but we do not yet have a generally-accepted "value" for either being stutter-free or having a decrease in stutter frequency, or a measurable change in attitudes and emotions. But we could develop one. They are powerful in arguing for insurance coverage, particularly if the treatment cost is low, but the perceived quality gain is high.
