Empowerment does not mean fluency, but rather a belief that one has the power to change stuttering. Change can mean many things, and goals for therapy should be tailored to meet the needs of each client. Given age, severity, etc. For those wanting complete fluency with chronic stuttering (not the young child), we need to counsel them regarding the difference between cure(or total fluency) and control. I think that when older kids, teens and adults realize the degree of vigilance it take to be fluent and they feel how good better stuttering (tension free) is, they are more likely to embrace it without expecting total fluency.
