My approach is neither of the two. I work on the process of producing speech. I want the clients to use the same natural processes that other speakers use. Along with changing the process of producing speech we work a lot on the thoughts and feelings of the person. This is done, not before working on the process, as there is interaction between emotions and behavior. I do work on acceptance, but not that "I am a stutterer" Acceptance that there are different ways to produce speech, some more effective than others. If you are not producing speech easily or fluently, it is nothing to be ashamed of and trying to avoid stuttering only makes it worse. If you want to make changes, it is possible - for your own ease and comfort, not because stuttering is a bad thing to do.
