Some do 'give in' to stuttering. Many pws give stuttering power over their choices. My site, www.stuttering-specialist.com, has a great article by Woody Starkweather called "Stuttering as a variant of PTSD." Many pws attach such a negative meaning to stuttering that they move through the day with the purpose of avoiding and concealing stuttering. I guess this does equal 'giving in."
