Speech devices and health insurance

Recently we had a discussion with an organisation that formulates the policy in the field of health insurance in the Netherlands. Their position is that speech devices such as DAF and AAF can not be considered for coverage by insurance since they "only correct the fluency of speech" and do not compensate for the speech problem itself. They base their view on the definition of stuttering in the International Classification of Functioning, Disability and Health of the WHO. What is your view or opinion on this subject?
