The basic answer to your questions are yes, and possibly. There is even a report about a person who stuttered, who lost his stuttering after a stroke (http://www.personalmd.com/news/n0913090822.shtml but I have not found the article in Neurology referred to in the URL. Most of the texts used in stuttering courses also address your question well.
