I think you hit it on the nail where you asked why not state that the goal is "not stuttering" instead of "fluency". I think that is what most "fluency training" therapies are shooting for, i.e. no blocks, no repetitions, no prolongations. Clearly, monotonous robotic speech is acceptable in this view.
