Thank you for this article. Your analysis reminded me of the model of microcredit. Instead of a big fancy government program or a grand plan, sometimes small projects can be very helpful, and much easier to do. I wonder if you have any experience with micro projects such as one self-help group in a country where they are well-established "sponsoring" or being paired with a new group -- sharing ideas, helping provide some of the basic supplies and small start-up funding needed. This could be beneficial for both groups.
