What do you mean by environment? It seems like you imply social environment like "cultural influence" or "parents" or "education". However, as far as I understand non-genetic influences split into two types of environmental influences: unique ones and shared ones with a sibling or twin. Unique ones are often illnesses, trauma from accident, accidents, stress, or developmental issues. So it might be useful if you clarify. As far as I understand unique environmental influences play a significant role, but so far no evidence of shared ones. WARNING: this is for whether a child stutters or not. But the severity might well be much more linked to its social environment. Let's see what the geneticist says...
