A number of different studies have been done in an effort to address this question. The results of these studies indicate that something like 50-70% of stuttering can be attributed to genes. What causes the remaining 30-50% is not very clear. Things that have a general association with damage to the brain, like the inability to get a baby to breathe at birth (called perinatal hypoxia) or low birth weight seem to associated with stuttering, and these may make up some of the non-genetic causes. But so far they only explain a small amount, and the rest remains unexplained.
