The fundamental difference is that PWSC do not let their stuttering show; primarily by avoidance behaviors. The speech of PWS is characterized blocks, repetitions, and prolongations that are quite evident. But both PWS and PWSC share common feelings, emotions and beliefs about their stuttering.
