This is unfortunately way more common than we might think. The concept of Adverse Educational Impact (AEI) has been used in some cases. The argument is that if the teen is doing well in school (i.e., getting A's and B's), then the stuttering is not affecting their education and the school is not responsible. Nancy Ribbler wrote an article in Perspectives a few years ago that addresses this issue. The citation is as follows: Ribbler, N. (2005).
