I believe the missing element is parent advocacy and activism. I admire the way parents of autistic children have mobilized to raise awareness of this disorder. That is not happening with stuttering, although individual parents have learned to advocate for their children with the help of support organizations like the NSA and Friends. The best way to effect change in the schools is through parent advocacy (and a lawyer or two).
