Honestly, I'm really not sure, but that would be a great question to ask. I think part of the issue is that two of the students that I am thinking of struggle with social skills, so the teachers don't exactly encourage them to speak much in class. It seems harder for students to receive ALL the services they need, versus just services for their overt impairments, when they have poor relationships with their teachers.
