That's a good question, and I'm not sure if I can answer it. Disability, in US law, is always loosely defined, with very few specific disabilities listed. They list them more as functional limitations - like limitations on mobility, hearing, vision, cognitive function, speech, etc. So, technically, they do consider stuttering as a disability. But I think that it will take advocacy on the part of the stuttering community to raise the awareness of the need for speech therapy, especially at a young age, and the need for medical coverage. And the need for research.
