I don't think there's a one-size-fits-all approach to stuttering or disability. I think the disability label can help some people, especially when it comes to receiving services in schools or receiving accommodations in the workplace. I'm not sure about other approaches to giving speeches, but I do know that people with severe speech disabilities can use text to speech software. I don't recommend it for PWS (except in very severe cases), only because we do need to use our own voices and work on our speech to get to a point where we stutter freely and can communicate effectively. And getting speaking experience in situations like Toastmasters can go a long way toward getting over the fear and feeling more comfortable with public speaking.
