While the Federal Govt does follow the Rehab Act, Schedule A has its own definition of disability, which is also purposely vague (see my article with Steven). There are over 60 different definitions of disability within federal code, and there 's a difference between a special hiring initiative and an anti-discrimination language. The intent is different and the definition of disability is different. Government agencies often try to set a higher standard when it comes to hiring for diversity, partly because they are held to a standard by the public. So there seem to be more initiatives to hire people with disabilities. That doesn't mean that it's still easy to get in, but some agencies do make a bigger effort.
