Both of your suggestions are good, though it depends on the student. It's best to bring them into the conversation to determine their needs. And it's also important not to single them out too much. I also think that it's important to talk to the other students about stuttering - what it is and what it isn't. Perhaps the student can do a presentation to the class on it. And if the teacher is encouraging and doesn't tolerate teasing from the other students, it will help set the tone.
