Hi, Thank you for responding. Yes, this often happens with older children and then, the day arrives and they will have a need and want to work on their speech. Needs can be: calling a girl, getting interviewed for college, applying for a first job, etc. What I would do with a student like this is to back away from fluency tools and focus on advertising and/or entering his feared speaking situations. Someday, those situations could become monsters and then, the more he avoids them, the more he will stutter.
