Hello Denise! Thank you for your comments on the paper! The question of whether stuttering qualifies as a disability has been wrestled with for many years, and while it has finally been recognized as one under the Americans With Disabilities Act, there are also people who stutter who don't consider it as such-it all depends on each person's feelings. Programs like the Schedule A Hiring Authority are very important because it can provide an avenue to help open a locked door, and many states have similar programs-for example, New York and the Commonwealth of Virginia!
