I am sorry about the confusion. I used the terms “developmental stuttering” and “idiopathic stuttering” interchangeably. In Germany we prefer the term “idiopathic stuttering” for those stuttering symptoms which start without any concrete cause in childhood. In literature tonic and clonic core symptoms are differentiated theoretically: the term “clonic” characterizes the iterations, repetitions of speech, the term “tonic” the prolongations and blocks, which can be described as “silent prolongations”. In stuttering clients a distinct classification is not always possible because the core symptoms can co-occur. (You can read more about it for example in BRAUN, 1999. I am not sure if there is an English translation, though)
