I have a personal belief about setting groups up to maximize the effective interaction among members with similar ages and/or profiles, so I would go for different groups. More to your point, work covered in the last edition of the Handbook on Stuttering (2008) suggests that more intense, group-format therapies have very good outcomes to report. In fact, they often exceed what can be done in reports of one-on-one therapy, and you probably have local data (evidence farming) to use as a basis to either meet or exceed on a trial run of this format.
