I've used worry dials with kids as young as 7 up through adults. I think for the child to understand the concepts, he or she needs to cognitively be able to understand what worry is, what it feels like when we're worried, and then the biggest idea - that we are able to control our level of worry vs. letting it control us. That's a pretty big idea for some kids, so if you're working with a young child who has some level of maturity and you think he or she can understand that worry can be a choice, then the worry dial should work well.
