The speech characteristics of people with cluttering are quite similar to those of people without cluttering. Everyon can experience spurts in his speech or moments of disfluencies, word or phrase repetitions or fast speech. So, in my view not the symptom it self but the frequency of its occurence can make it a cluttering symptom. By saying that I do assume that in cluttering a fast and or irregular speech rate is accompanied by either moments of disfluency or moments of less intelligibility.
