I don't think there is a "fixed rate" per se. We should aim for a range of rate that seems appropriate for the client and the speaking context at hand. More importantly, the appropriate range of rate is one that the client can handle (i.e., reducing if not minimizing the various cluttering behaviors seen, such as disfluencies and misarticulations).
