Rob, I don't think cluttering is a language problem per se although in many cases linguistic aspects are part of the problem among other possible differences. I would like It seems like two interpretations of what cluttering is are shaping up, such as reflected in the discussion about definitions of cluttering in the papers first listed in this conference. The two interpretations are (1) fluency as a speech fluency problem, or (2) a cluttering spectrum disorder. I hope this helps.
