Thanks for the question. It is not always rapid rate....it could be irregular rate. Would I ALWAYS target rate first? No! The reason is that there are many people who clutter that have much bigger problems than rate. If rate was the only problem, or if it was the biggest hindrance to successful communication, than YES I would treat it first. Great question! JT
