Speech rate is related to perception and also the way syllables are build up. For instance in Japan, to my knowledge, no consonant clusters exists. The duration of a syllable in Japanese is mostly shorter than in languages with consonant clusters. Recent scientific research revealed another interesting point; our brain is capable to process approximately 5 syllables per second. So, when a persons speaks faster our listeners brain is simply not as fast to process it. Finally perception of speed can be disturbed by disfluencies and unintelligibility.
