You have to be a little careful with the language here. "Monitoring" means different things in different school districts. Last week I attended a district in-service where the administrators announced new policies regarding monitoring, and I need to review them carefully the next time something like this comes up. If I were writing that article now, I might choose another word than "monitoring."

Monitoring is usually a catch term for the follow-up period of any remedial process, in which the student is almost ready to fly on his own, but still might suffer a relapse. The all-on, all-off nature of school special services regulations don't accommodate the weaning process very well, so we need to be especially careful of how we write IEP's. Lawyers can have a field day with the slightest slip of the tongue!
