This is a question that I have not encountered before. I have no personal knowledge of a relationship between stuttering and high blood pressure, nor do I know of any research findings in this regard published in the literature. As I'm sure you know, adult-onset stuttering is relatively rare. So, one might examine situations in this man's life that may have contributed to high blood pressure and see whether they could also be the genesis of his stuttering. There are cases of psychogenic stuttering reported in the literature, where stuttering appears to be caused by severe emotional distress of some kind. There are also reports in the literature of stuttering being associated with brain injury, such as that that could occur from a stroke. Certainly high blood pressure can be related to impending stroke. Sorry I can't give you any definitive opinion here.
