Ed, sorry to be slow in getting back to you.

You ask me why God didn't zap Moses fluent? The Bible said that Moses was not eloquent and that he was slow of speech, and of a slow tongue (Exodus 4:10). We make the jump from that description that Moses stuttered, which may not be accurate. I really don't know why God did not intervene with Moses' speech. The point is, I believe, is that God provided a way for Moses to communicate to his people.

Personally, I don't see from studying the Bible that God is very concerned about a person's physical capabilities or anything else if He has a mission for someone. Take the Apostle Paul for example. This guy was a murderer and a blasphemer and persecuted the church with great zeal. We see in Acts 9 that Jesus saved him and Paul went on to take God's plan of salvation to both Jews and gentiles in 13 books of the New Testament. Paul also was not swift with speech, for he says in 1 Corinthians 2:4-5, "And my speech and my preaching was not with enticing words of man's wisdom, but in demonstration of the Spirit and of power: That your faith should not stand in the wisdom of men, but in the power of God." The point is that God can use whoever is willing to do great things, physical limitations and/or personal background not withstanding.
