It actually is mandated - sort of - by ASHA and will be more specifically mandated in the 2005 CCC-SLP standards. Unfortunately, based on the earlier drafts of those standards, many programs either dropped or reduced their coursework in stuttering so it will be interesting to see how they respond to the latest implementation language for the new standards.

The argument is basically that SLPs don't see many people who stutter - "low incidence disorder" - so there is less need to have training in this area. It's a bogus argument, of course, but that is basically the one that carries the day.
