Nicole, The new standards have a minimum continuing education requirement of 30 hours (3 CEU's) over a three year period to maintain the C's. There is not a requirement for specific disorders but the ASHA Code of Ethics is clear that one should not provide services for conditions or disorders that one is not qualified to provide. A graduate degree, C's, and a license to practice are only the entrance requirements for a lifetime of learning. It is incumbant upon each professional to either seek additional training in deficient areas or refer the client to someone who is more competent. There is no law that says you have to be good at everything. In fact, the rapid advances in the field make it impossible. So, the answer to your question is those who do not feel qualified to treat someone who stutters is ethically bound to refer them to someone who is. Stuttering is a fascinating, challenging, and rewarding disorder to treat. I hope your friend chooses to seek the training necessary for treating stuttering.
