Kathy,

Thank you for a very important paper about helping children with fluency disorders gain access to speech therapy services in the schools. A couple questions.

1. Are there still some states that allow access to therapy for children who stutter based solely on percent of dysfluency? Is this legal under the provisions of IDEA?

2. School-based clinicians are also responsible for pre-school children in their district who are "eligible for services". How do the provisions in the federal law fit with providing preventative services to parents who are concerned about disfluencies that their 2-4 year old children are exhibiting?
